Covington’s Shoreline Master Program Periodic Review & Update

 The City of Covington is undertaking a periodic review of its Shoreline Master Program (SMP). The Washington State Shoreline Management Act (SMA) requires that each SMP be reviewed and revised, if needed, on an eight-year schedule established by the State Legislature.  This review ensures that the City’s SMP stays current with changes in State laws and rules, remains consistent with Covington’s Comprehensive Plan and regulations, and is responsive to changed circumstances, new information, and improved data.

Covington is updating its SMP to include State mandated regulations adopted since 2011, clarify and better define existing shoreline regulations and processes, as well as, revise the format of the SMP document to made it easier to navigate for the public. 

The City of Covington and the Washington State Department of Ecology (Ecology)  held a joint public comment period from September 28 through Nov. 1, 2018 on the periodic review of Covington’s Shoreline Master Program (SMP) under RCW 90.58.080(4). The City of Covington has prepared draft SMP amendments to keep the SMP current with changes in state law, changes in city plans and regulations, and other changed local circumstances. An Environmental Determination of Nonsignificance has also been issued for this proposal by the City of Covington. 

A joint public hearing with the City and Ecology was held on November 1, 2018 at the regularly scheduled Planning Commission meeting.  The Planning Commission recommended to forward the draft amendments to the SMP to the City Council for final approval. Prior to City Council's review of the amended SMP the city will send the draft SMP to Ecology for their review and initial determination of the SMP.

This is a general timeline for the SMP periodic review. Opportunities for public comment are shown with an asterisk*.  During the Planning Commission review the city will conduct a public comment period and hold a public hearing to solicit input on the proposed changes to the SMP. The city is electing to use the optional Joint Review process under WAC 173-26-104.  The joint review process requires a public comment period of at least thirty days. The Planning Commission will send a recommendation to the City Council for a final decision.  The city will coordinate with the Department of Ecology throughout the process.

Ways to Get Involved

The city held an open house on October 4th at 5:30pm at City Hall and provided a presentation and overview of the draft proposed changes and answered questions. The public is invited to review the proposed amendments to the SMP and provide comments to city staff within the 30 day comment period.  The Covington Planning Commission will be hold a joint public hearing with the Washington State Department of Ecology on November 1, 2018 at 6:30pm, the public may submit comments at the public hearing both in writing and orally.  Public notice of the open house and public hearings will be published in the Covington Reporter and mailed to all property owners located within shoreline jurisdiction in Covington.
